This is the story of a Franco-Belgian bank, Dexia, whose prime mission is to finance thegeneral interest by lending to the local authorities. Its ambitious managers got caughtup all too quickly in the whirlwind of world finance and took more and more risks. Theyflooded even France with toxic loans that are going to weigh down the municipalities andhospitals for years. In 2008, the subprime crisis shook Dexia. The Dexia scandal has up tonow cost France and Belgium €20 billion. No one knows what is in the belly of the bank,which may have to be bailed out by the taxpayer. So, what has happened? The Belgianand French States did not seek to determine who was responsible for this crash. It wouldseem that the Dexia affair is not anyone’s fault. Or perhaps it is the fault of all of us.For how long will citizens continue to accept to foot the bill for the bad habits of finance?
